You need to select and FFL dealer that is somewhere near you, have it sent to them(when purchasing online you would enter your info in the customer field, then enter the FFL info in the delivery field). They would then need to send this company a copy of their FFL license. Once the gun arrives at your local FFL you would then go to the local FFL dealer to pay the transfer fee(fill out the paperwork) and pick up your gun. At least that is how it works here in Texas

can't really tell from the pictures if one can actually put any plates in there, look's like it's got some sort of padded insert where the plates would be, which could be just for the pictures. But I would think you are right, that this is a fake for air-soft players.
I'm half tempted to buy one to see what it really is, but even if it was able to hold plates, I'm not sure i'd trust it to use; not that i have any real need to use body armor anyways, just to have for the zombie apocalypse, you know.
