I also bet Glock has a glut of surplus stock with all the quality Glock clones and kit guns flooding the market. Perhaps wholesalers are picking up OEM Glocks at discounts then doing silly paint jobs to differentiate them? Spraying group of guns or running them through a laser engraver is low labor and nearly free in terms of materials, but brings a decent profit margin when most standard Glocks are all sold at nearly the same B&M price.
FWIW, in my opinion PSA just uses the blem label to not erode their normal (fake) sale prices on their guns. They have so many hundreds or thousands of blems and they are magically only in a few high volume SKU's. Their QC can't be that selectively bad. I've also bought 5-6 blemished guns from PSA and all were as flawless as you'd expect a PSA to be.
That sounds plausible to me. You could call Glock and ask them about it. 770-432-1202 - They might ask you for for a particular example. If so, you could have them look into this particular Cow Print model by the UPC# ; 810100237899 - If you do call them please share your findings with us. I'm curious myself. It doesn't seem like Glock would be putting these finishes on them in-house.
Idk what the hell is going on inside Glock design and marketing offices but obviously someone has been spiking the water cooler or snack fridge... The past month I've seen more colors and patterns than one would see at the Macy's day parade... Lol. They must have tried to be PC and hire a bunch of "alt" folks to come up with new designs aimed at all types of people... But all these colors and designs are hideous in my opinion. Guns are tools, not toys. As I said before, No. Just no....

I honestly think that the reason the market seems to be flooded with these outlandish finishes is because companies like Glock have a large amount of "Blems" guns and are using them for these type finishes. Many large gun manufacturers do not sell their "blems" unlike per say, Palmetto State armory. I think 3rd party companies are buying them in bulk with the agreement they will refinish the guns prior to sale. Or in some form or agreement like that. Big manufacturers do not want to offer blem guns which may in turn make them look bad or water down the market itself. Anyhow that's just my personal opinion and thought. What do you think?
