it works the same way a pump shotgun works.
there's a pump grip outside the handguard that you pump cycles the action: pull back it extracts the spent cart, ejects it, then going forward it feeds the next round from the top of the mag into the chamber and then locks until you either push the release button or the firearm cycles.
if it worked like a charging handle it would just be a weird semi-automatic rifle.
I wonder about these. My guess it was an attempt to skirt communist gun laws like in California..I also wonder if you need to rack the slide with every shot or does it work like a charging handle does? These came out in the early 2000's. Hadn't seen one for sale in a quite long time..it's now more a conversation piece..
