As expensive as 5.7x28 is to shoot I cannot imagine not spending the extra $100 for a PSA or not much more on the Ruger when it drops (heavily) in price from time to time. Unless the Tisas is objectively better in someway I am unaware of.

In my experience, Quality of a Tisas product is outstanding, fit, finish and function, my Tisas PX9 Gen3 is the best striker fired 9mm I own and the one I would grab if I wanted to shoot really tight groups. The Turks have got it going on! Equal or better quality than a US product (a CNC machine doesnt know what country its in), while much lower cost thanks to the strong dollar, and loose patent laws allow them to Frankenstein the best features from different mfgs together so they don't end up as direct copies of something else. Then you can buy ammo with the savings.

S&W 5.7 is the one to get

I would argue FN 5seven is the one to get. Smooth shooter and lightest of all the options.
