Just to share my personal experience, ATF denied my mossberg shockwave during brace amnesty period. The shogun had pistol grip with brace on it… and recommend or demand regular $200 tax stamp.
That's a bummer but but frankly isn't a surprise. The brace rules were pretty clear to only apply to pistols / rifles (non smoothbores) that would become "short barrelled rifles" if the pistol brace rule was vacated. No pistol brace classification = short barrel rifle...just like before the ATF basically invented the concept of AR "pistol." A short barrelled shotgun or "firearm" (as classified here) could never be construed as a "rifle" or "pistol" as their legal description excludes shotguns by very definition....this was true before the "pistol brace" was invented in 2012 and is still true today.
If that wasn't the case a Mossberg 500 Persuader (with a pistol grip only) could be cut down to any barrel length as it would be a "pistol." Of course we know that isn't the case....that is a federal crime without the proper tax stamp. Silly I know, but I don't make the rules ;)

The ATF pistol brace ban was overturned in a lawsuit by the US District Court in Texas. Under the Mock v. Garland pistol brace update court ruling, pistol braces are legal for now across the nation.
If this gun does not come under the pistol brace laws then why worry about it coming "UNASSEMBLED" and being subject to prosecution if you assemble it? Because the anti gun crowd leaves the laws in a gray area to be determined by them after you're arrested .As you can see there is a difference between a pistol and a pistol brace, which the subject being discussed.
That ATF link (and pistol braces in general) only covers firearms with "rifled barrels." Check your own link, you just disproved yourself! Does this shotgun have a rifled barrel? Do you know what a rifled barrel even is?

The above is the last official "interpretation" I've (or anyone else) has seen to my knowledge, I'm actually interested though, what courts have ruled that smoothbored "firearms" can have pistol braces without being (legally) NFA controlled items? I'd love to be corrected here with specific cases and rulings.
Also, shotguns aren't "pistol"....by a "legal definition" just because they lack a stock. Especially short barreled. If they were, we wouldn't need the classification at all of "firearm" once you removed the stock (or never attached one) as they'd already be a "pistol" and relatively unregulated (as guns go). A pistol's "legal definition" is classified by more than just one handed shooting....that is why gray areas and other classifications exist such as AOW's and "firearms." Otherwise every single Mossberg 500 with a pistol grip only would be a "pistol"...by "legal definition." Yet we know that ain't the case.

Well.. i believe its classified as a PGOF(Pistol grip only firearm).
As it was classified this way , by putting a brace or stock may be stepping on the grey line.
For what it's worth... I have both the vrf14 equipped with the folder/sb brace, and also a vr70 as well. With the vrf14 Extended, the 2 are almost identical overall length.
Shooting it without a brace or stock for even a few rounds will leave you hurting and confused as to why pgof!

Probably because you are (most likely) violating federal law once you assemble it. FWIW; pistol braces are for "pistols," which sub 18" shotguns aren't classified as therefore aren't magically covered under their provision of use.
Will you have problems with the ATF...probably not. Is it worth the risk regardless...probably not.

Exactly, so the "pistol" brace decisions do not apply here. It isn't a rifle, it isn't a pistol, and the ATF certainly has not classified braces to apply to "firearms," shotguns, or AOW for that matter.
Again, there is a reason the retailer is shipping as an "UNASSEMBLED" aka a B.Y.O.F.O. (Bring Your Own Federal Offense) kit ;)
Like I alluded to before, most likely no one would ever be charged with with a crime for using this with a brace but if I am going to risk a federal offense it ain't going to be for a $250 range toy* shotgun. Risk vs reward. The reward just ain't here for me, perhaps you feel different.
*Not knocking the VRF-14, I just wouldn't consider this a serious use firearm in any configuration.
