I always shoot the hostage first....dumbass sealed their own fate by letting someone else get the drop on them. Natural selection sometimes needs a helping hand ;)
These are fun targets, I usually buy these direct from the manufacturer when on sale.
These would be better if reactive. What I do with these is buy a 10 pack of electric color poster-board heavy paper at WalMart and spray them with Elmers clear fast tack spray glue. Put these targets and top and it's just as good or better than a Shoot-N-See reactive target.
In fact they are better than all reactive targets since the backing is heavier and wont fold. One staple to affix them onto a paper target holder. (If you're prone to shooting staples, use two staples :)
