Is this a pistol lower?

It's hard to say these days just by looking. If that is a "stock" tube, then no, it's a rifle. Which has a high likelihood since the sba3&4's all come with their own "proprietary" tube, even though it's just a normal 6 position. Your best bet to call primary, assuming they'll answer, and get confirmation on what it was transferred to them as, and if they have "modified" it.

Anyone know what's different on the premium other than the grip looks upgraded?

I am pretty sure it also includes FM's premium trigger.

I dont know if its a premium trigger but it is a pretty nice Mil-specish trigger. I replaced mine with the Larue MBT-2S since thats my standard trigger now for all ARs.
