Why would a police department only have 10 round mags and fixed stocks?

Fixed stock + used and abused. No thanks when you can buy or build one for the same price new (well not a Bushmaster)
I would like someone with knowledge weigh in on the fixed stock aspect.
It isn't a fixed stock in the picture, and the ad says the picture is representative.
