What’s the difference between open tip and hollow point....

Hollow points are designed to expand. Open tip is just a byproduct of the construction method of making a more accurate bullet [bullet bases being more important than bullet noses to accuracy], with no expectation of expansion. [Realistically, .223Rem bullets don't rely upon expansion, instead they break or bend at the cannelure and go tumbling into lethality...]
