Benefits of an SBR Without the NFA Paperwork
The Tactical Solutions SB-X 10/22® Takedown Barrel is compact and lightweight, a replacement for the heavy factory barrel that lets you lighten up your Ruger® 10/22® Takedown rifle without sacrificing accuracy.
The bore length the Tactical Solutions SB-X 10/22® Takedown Barrel is 12.375", with a permanently attached shroud that brings the overall length to a legal, no-NFA-paperwork-required 16.625". You get all the benefits of an SBR (Short Barreled Rifle) with NO ATF paperwork.
The muzzle is ½"-28 threaded, and the shroud is hollow so any suppressor that has a 1" O.D. or smaller will fit the Tactical Solutions SB-X 10/22® Takedown Barrel and let you maintain the compact overall length.

I'll agree that it's useless, but if you're looking for a "short barrel", with a faux suppressor, minus the tax stamp, this will actually fit the bill.

So it is the SAME LENGTH the normal barrel BUT I get "all the benefits of a" SHORT barreled rifle? Something seems fishy. Also, most of the Takedowns come with a threaded barrel so that isn't worth its weight in salt.
BTW, why does the barrel cost almost as much as a 10/22 Takedown?
This is designed for shooting with a supressor. If you don't have a supressor, then it's not worth it. If you do have a supressor then it gives you a barrel+supressor length of just over 16" instead of more like 20" to 26" (depending on your rifle's factory barrel and supressor lengths). Along with the maneuverability benefits, you don't need to unscrew your supressor to store the rifle in the factory case. Bonus: it also drops significant weight off the all steel factory barrel. If you can afford it, it is a great upgrade.
I think I understand now, the barrel is shorter and the "shroud" is hollow (supressor is actually inside the shroud)? The shroud, even with no supressor installed, counts towards total length. I thought this was like the pinned supressor looking muzzle devices that many short barreled AR's use to add a few inches.....that have no functional benefit that mall-ninjas kill for.
"Includes a permanently attached inert display suppressor" has to be a misprint. If the fake supressor is permanently attached then this whole concept is useless. I have a slightly different model that wasn't permanently attached. I can't imagine TacSol doing otherwise.
