Best have your Form 1 back from ATF before you have this part any where close to it, much less on it and with an AR carbine buffer tube with or without a stock. Pistol buffer tube and Sig brace would be legal.

They should have put an ATF/NFA comment in the write up like the company that is selling CZ SBR 922r kits for the Scorpion Evo.

Contacted the ATF's NFA branch a few years ago with a bunch of random questions and they said it's ok to attach an adapter like this to a pistol as long as any compatible stocks you posses always remain on their host rifles. Don't keep extra stocks or buffertubes in your spare parts.
But don't just trust internet know-it-alls like me, have a specific question just call the NFA branch. They're surprisingly helpful, it's like they actually don't want people getting in legal trouble. Refreshing change from most FedGov/LE.

What exactly does this thing do?

Sig's made the stock interface on an MPX a picatinny rail that, as far as I know, only accommodates their OEM options. This adapter looks like it would attach to that interface and allow you to use a traditional buffer tube / sliding stock setup.
