Palmetto State Armory is proud to announce our latest 9mm AR lower.  
Machined from 7075 T6 forgings and then hard coat anodized, these lowers are purpose built to accept 9mm Colt®-style magazines.   Designed to work with PSA's new 9mm Hybrid uppers.  The lower is assembled with a Palmetto State Armory lower build kit with a classic A2 Grip, 6 position Buffer tube and PSA M4-style stock.
 Workes best with a Palmetto State Armory Hybrid 9mm Upper..  Compatible uppers can be found here.

I believe this is still just a lower even though it has the carbine stock on the buffer tube. If you buy it, check with your FFL what it transferred to you as, and if not a rifle, which it should t be, your good to put your SB brace on and rock and roll!

Another exclusion to the rule is the Franklin Revolution, I believe it’s called. That has a stock but I believe is just a firearm due to its straight grooves vs rifling.

Couple of exclusions to the rule: This is a lower still since it is coming from an OEM without every having an upper attached.

It's a receiver and your FFL can't (shouldn't) transferred it as a rifle or pistol, it should only be transferred as a receiver.

What I would add to that is that a virgin receiver would be transferred as such. I see a lot of old school Colt receivers on GB that would be fun to use for a pistol build but they are take offs. You wouldn’t know it unless you ask the seller.

?? back at ya. If a lower is designated a rifle, despite never being made into a fully functional one, you can't make it a pistol. You want a shorter barrel it has to have a stamp, even with the brace. Stupid, but the law. Thanks alphabet boys.

Aaaand this is where the ATF gets stupid. In technical term you're safest buying just the lower, then you can choose what it is first designated as. Always start your builds as pistol, you can always make it a rifle later, but you can't make what started as a rifle a pistol. The law is so fucking dumb, I'd like the ATF to site a singular time that the the NFA prevented a nefarious person from converting a rifle to an SBR.

A lower receiver either transfers as a rifle or an other from your FFL. My Colt lower was exactly the same situation as this PSA one, stock and all. I asked my FFL what it is transferi g as and he said an other just like a stripped lower

Just saying that's the positive situation, it all depends on what the manufacturer sends it as. That being said, don't put any upper on it until you swap out a pistol brace, then it officially started life as a pistol and everything is copacetic. That is until the ATF changes their mind for some undisclosed reason.

100% agree, throw an upper on it right off the bat with the stock and you’re SOL. Makes me wonder how many people rotate lowers with a stock and brace when they really shouldn’t be I bet a lot!

I'd have more concern for people that buy a full rifle and then make the conversion, not knowing the laws. At that point there can be no denial, and there's a lot more plausible deniability in purchasing just a lower. You're only really screwed with an "other" like this if you put the upper on, take a picture, start bragging about your "new rifle" online, and then make the conversion. There's probably plenty of people on PSA's website that have done just that.

Personally when I start a build I take a pic with a brace and send it to a buddy, proof it started as a pistol. Honestly, since the SBA3 I don't even fuck with "rifles" anymore, that thing was a game changer. The only thing I don't like about it is not being able to cerakote the soft plastic part. Didn't see much in the way of improvement on the sba4.

I have a pretty rare BNIB Colt LE6920 “virgin” lower that came from Colt with a carbine stock but since it is still just a lower, I can pull the stock and install a brace and build a pistol.

Can a SBa3 brace be used on this buffer tube or is the a ATF infraction?

An SBA3 tube should work on most milspec buffer tubes, and supposedly it's fine as long as you can only use 5 of the 6 positions. That being said, I don't know why you wouldn't just play it safe and use the tube that came with the SBA. I've yet to find one that didn't include it as part of the package.

If you get this I would also suggest getting the upper from them, I've come across proprietary issues when mix and matching. From the horse, "Works best with a Palmetto State Armory 9mm Upper. "
