Because: lawyers. When Gary sold out to the French consortium over 15 years ago, one of the 1st things they did was restrict *anything* gun related because of the PRK's attempts at overreach & backasswards gun laws: it's just not worth *any* court time to them, since that would eliminate any profits. That's why my orders for things like a stripped 1903 Springfield bolt were denied as "assault weapon parts," despite the fact that 1] they're obviously not! & 2] there's no restriction on the parts, just assembling them into a complete weapon. [No "constructive possession" in state law, only Federal...]
