Police trade in; seriously? What police department uses a .380, never mind a High Point .380?
Probably a seized/confiscated firearm. Take a look at this Lorcin .380 with lime green grips;

There's lots of similar 'police trade-ins' on their website. It's kinda odd that some PDs have so-called 'gun buy-back' programs and destroy the firearms they take in. But at least one PD that SOSS deals with profits from having a hand in putting 'Saturday Night Specials' back on the streets. There might be some decent profit to be made by purchasing a bunch of these junk trade in firearms cheap from SOSS then selling them at a 'gun buy back' event. IIRC, the City of Atlanta paid $200 or $250 per firearm at an event they had earlier this year.
