This seems a ridiculous amount of money to pay for a "chassis" I'd say there's plenty of built weapons out there way less than this price that would be just as suitable, in my opinion. ...

Agreed. I've seem completely custom (custom milled receiver, custom barrel chambered the way you want it with things like you specified throat length, etc) complete bolt action rifles from noted manufacturers for less than this.
this ad seems like just a lot of blather, like something I'd see for some cheap commodity flashlight or something from China
