Anyone know anything about this firearm? Build quality vs. S&W 642 or 442?

the comparison of kia to maserati is stretching it, but these are 2nd tier guns. Don't expect amazing fit and finish, but a reasonable shooter from reasonable materials. for most it's little real world difference, but you can tell, and spending an extra 40-50% may or may not be justified

On the pro side, no stupid S&W lock, and it is +p rated

That's like asking if a Kia has the same build quality as a Maserati. Of course a gun costing 2 to 3 times more is going to be built better. These are roughly Taurus quality. Don't expect anything amazing but they usually get the job done.

A S&W Snubbie isn't even going to be that much more given the quality difference. Unless it's going to be a truck gun or a backup then I would spend more for the S&W.
