You are correct, however they are currently out of stock at the $31.99 and the one that is $29.99 is a 'Group' Purchase

I am glad you bring that up @PanheadDude. You are correct, you do have the option to opt out of the 'Route Package Protection'. If your package does leave our facility and gets lost, damaged or stolen by the carrier service or a thief, it is 100% insured and replaced with no cost to the customer.
We do have a $9.99 shipping charge if your order is under $120, if it is over then it ships FREE and we are working to get that amount lowered so that lower order amounts ship FREE also!
