9x21 was developed for civilian use in countries where civilian ownership of calibers in use by the military is forbidden, I think Italy is one of such country.
if you live in the US this is useless to all but collectors or perhaps re-loaders wanting to play with the cartridge but (and don't quote me) I don't think 9x21 is loaded any hotter than 9mm
