No, you need a striped lower, magazine(s) and sights or optical to have a complete build. Still a good deal.
No great deals on striped lowers, right now, missed those by a month.

Built a couple of these. Not too bad for the price. The feed ramps have to be polished, and you'll have to file down the bottom edge of the gas block because it makes contact with the inside of the "super slim" handguard. One of mine the gas key wasn't staked right on the bolt carrier group, so it didn't cycle, but I restaked it and no issues.
I made the mistake of having someone else assemble my lower, so the hammer spring was backwards, which cause some really strange ejecting/feeding/trigger reset issues, but after I corrected it, ran flawlessly.
