I bought this drum from sportsman's guide the last time it was this price w/ free shipping. It is made in Romania and seems to be of good quality. +1 on the upcoming election season
How could you tell is was Romanian? Curious because I don't see it on the site and would think that could be a selling point versus the cheaper stuff out there.
The drum I purchased had a "Made in Romania" sticker on the outside. As long as they haven't switched suppliers these should be good to go.

I'm in for one at $80.99 + free shipping, as a memeber, for those waiting to jump on the bash SG memebrship bandwagon.... I've seen these as low as $73 on SG before Christmas. On the other hand, I regularly see people sell these exact drums, used on AK forums for $100, plus shipping. Just saw one today, in fact.
