Because generally, economic policy takes time to enact and implement. Changes are gradual and are not fully realized until either the next administration is empowered or the current administration sits for a second term, given catastrophic variables are not concurrent. So if you really wanted to nitpick you could say Obama's 1st term was a disaster. His 2nd, in retrospect was not. That said, if Trump does not win a second term, the incoming administration will be viewed as negative or more negative due to failing economic policy from the previous resident of the office. There is a lag that must be accounted for but sadly is not in the age of the internet and mass media propaganda.
