Question: is there any difference between this and a 300 blackout?

Lots of differences. I own the bear Creek arsenal 7.62x39 with a pinned front sight and a bear Creek arsenal 300 blackout flat top. Both shoot well. There are big pros and cons to each caliber and the type of shooting you plan on doing should reflect the type you choose. Specifications aside out of the box the 300 blackout runs smoother and operates more reliably and typically cost more per round. The 7.62x39 thru an AR seems to be a little bit picky during feeding. I found thru 4 different brands of magazines the cp products work best for me. The 7.62x39 is typically cheaper per round to shoot. Here is an article that can give you some more information.

Yes, I agree with the other comment. Get this directly from Bear Creek Arsenal for $219.00, and the bcg and charging handle are included. BCA gives you a lifetime warranty, and they have awesome customer service. I am only guessing, but I bet that primary arms is buying these, parting them out, with the bcg/charging handles, and selling them separately, for a nice profit.
