Yup! I bought the 500 and the 900 and returned both. Called CT which is a about 5 miles from my house and spoke to the technical department. I confirmed with two different folks on two different calls across a span of 3 days (seeing if the answer was different than what you stated too) and they said,
“Yes, it’s designed that way on purpose.”
I said, “So it’s worthless as a tactical light (intended purpose)?!”
...then the girl hung up on me.

First/last product I’ll try from this “stuck in the 90’s ass backwards” company.
This is the worst WML I have ever used. It changes output every click so pretty much using momentary on it cycles high low strobe every click. Usless.
