The way I read it I'd say it's both. You get free shipping if you buy 4 or more, OR if you buy a 6-pack of Hexmags, not just 6 Hexmags, and only Hexmags. I just tried both options and both work for free shipping. And you don't have to but 4 or more when you get the 6-pack. It was still free shipping with just one sheet
