Fair condition maybe less, definitely stored somewhere humid (covered in rust). But it’s an affordable rifle that shots 8mm Mauser, and a new project for me to restore it.

Yea, deal stopper right there. If someone has the ridiculous federal permission slip, you should be willing to honor that and ship to their address. Man up in that respect and you might offload these quicker.

Has anyone purchased one of these? Is there pitting on the barrel/receivers? Below the wood line?

Condition and price aside, this is generally disappointing...
"I believe they are recognized as C&R firearms, but we do not ship to Type 03 licenses."

You can find these in similar condition on GunBroker. They run $100-$150 cheaper.

How is this a deal? The M48A only holds value if it is numbers matching and mint condition. These had stamped trigger guards and magazines. The regular M48 use to sell for this price three years ago.
