You can buy a FN 40 cal with 3 magazines brand new with stainless steel slide from Scopelist for $349.00 shipped. Why would anyone buy one of these in fair condition.

You're right, and Glock 23 isn't the most reliable model either, there is a huge surplus of them now.

Forgot to mention this, but law enforcement firearms come with three magazines. I've purchased a number of Glock pistols, both from local gunstores and via the Glock Blue Label program. Never heard of a law enforcement package with two mags.

I don't care about scratches in the polymer or holster streaks on the slide, what I do care about is the condition of internal components and things like the sights, the other controls i.e. are the sights bent, crooked, twisted, cracked or otherwise unserviceable? Is there any rust, corrosion, broken or seriously worn springs, pins, or other internal parts? I'm wondering what gives them the fair rating rather than a step higher than that. Police officers don't fire duty weapons often unlike what people might want to believe. Most of us have a few guns we like to use now and then while choosing to qualify quarterly or monthly as policy dictates. I don't know, but it seems there should be more than simple cosmetic appearances issues to warrant the "fair" rating.
