I realize this is a very old post that I am replying to but I thought it was a good question. I don't know if this changes the designation of the item but if it does it may be because the slide and barrel are not enclosed by the holster. I don't know if that's the case but that is the major difference I see between this and the "wallet holsters" on the ATF website.
