Uhhh, 16" = carbine, not PDW.

Is this a deal? The new saint is $150 cheaper.

Out of the box this Troy is about as compact as you can legally make an AR witbout a tax stamp.
Even though they're both ARs comparing it to the Saint is apples & oranges.

If that's the goal, why not feature it with a 14.5" pinned and welded barrel?

It is a much better deal. I have been looking at this AR for a couple months. If you factor in the Troy pdw stock which is $350-400, troy flip up sights which are $200 and Troy alpha rail which is $200 you actually get the AR-15 for nothing.

I have the 16" barrel version of this rifle. It's a pretty excellent option for the money. Kind of wish I had this one with the 14.5" barrel & pinned brake though, and mine didn't come with iron sites like this one does.
